Summary:

The NPPF in itself prevents 'soundness' being applied to Local Plans. It seeks to achieve "objectively assessed needs" (for development) while demanding "sufficient flexibility to adapt to rapid change" and expecting the planning system to contribute to the "enhancement of the natural and local environment". Such statements conflict with one another and are a disaster for local communities, whose ability to absorb 'rapid change' is severely compromised when the loss of the familiar is replaced by congested roads, light and noise pollution, construction headaches, litter, added strain on already overstretched schools and healthcare facilities.
